Can anyone in the clan host a tournament?

Yup. If you use the official mostri tournament banner, you have to use the rules we have listed there, but any other tourney (banners are in storage since nobody was running the others) may be hosted by anyone who pleases, as long as they post the results to said tourney somewhere easy to find, so that I can update the main page.
